1. Andhra Pradesh |
• Mid-day meal programme is being expanded with distribution of books to all elementary education students in all Government Schools. • Setting up of new Universities in different regions of the State. • Proposal to implement a programme for imparting computer education to all students in 5000 selected High Schools and Junior Colleges. • Emergency Health Transport Service and Fixed Day Health Service have been introduced. • Abhaya Hastham Scheme guaranteeing a monthly pension of Rs.500 per month for the senior citizen women is introduced. |

2. Arunachal Pradesh |
• Construction of residential quarters for teachers and doctors prioritised. • Provide some allowance to the Panchayat Leaders for their mobility. • Provide a monthly fixed honorarium of Rs.500 for ASHAs, DAAIs, and MEDICs. • Special focus on juvenile rehabilitation, persons with disability, implementation of nutrition programme and financial assistance to Arunachal Pradesh Social Welfare Advisory Board. • Priority is accorded to development and security of women and children. |

3. Assam |
• Six statutory Autonomous Councils have been created for all round socio- economic development of different indigenous ethnic groups. • Proposed to set up a medical college, Agriculture College, Research institute and an engineering college on PPP basis. • Provision of Rs.16.30 crore for construction of Dr. Ambedkar Bhawans in the scheduled caste dominated districts. • Scholarship Scheme for Girl students has been announced. • Proposed to provide financial incentives for Madrassas which introduces the modern subjects and vocational educational system. • Proposed to launch a scheme of providing unemployment allowances to disabled persons and families with disabled children. • A medical insurance scheme for Rs.35,000 per patient is mooted for people below poverty line(BPL). • To set up three new institutes, viz., Rajiv Gandhi Institute of Petroleum Technology at Sivasagar, National Institute of Design at Jorhat and National Academy of Construction. • Two new Protection Homes for Women, one Old Age Home for Women and Two Observation Homes for Children /Juveniles would be developed. |
• Venture Capital Fund under the aegis of Assam Financial Corporation (AFC) with an initial contribution of Rs.5.0 crore has been constituted. • Development of infrastructure and other basic needs of border areas have been taken up especially to impart skills and greater employment opportunities as also for women, farmers and youths for self employment is proposed. • State in partnership with Tamil Nadu, Orissa and Meghalaya to form a joint venture company to develop 300 MMT Coal deposit allotted to Assam for generation of 1200 MW power. • To set up a wholly integrated Plastic Park/ Plastic SEZ in Tinsukia district in addition to an Agri –HUB and Agri- Processing Zone at Boko under PPP arrangement. • Several SEZ/ Parks are being proposed sector- wise. • Proposed to set up Development Councils to examine and suggest measures for planned development of urban centers. |

8. Haryana |
• For mentally challenged children monthly allowance of Rs.300 has been introduced and a women Medical College with 500 bed hospital and special institutions for mentally and physically challenged, destitute women and children and senior citizens is proposed. |
• Proposed to provide 100 per cent coverage of good and reliable water supply and sewerage facilities in 16 towns in the first phase. |
• Reduction in the rate of stamp duty on sale of land and property to 7 per cent in urban areas and 5 per cent in rural areas is proposed. |

• The Government intends to exploit raw materials located in the backward regions by promoting local industry through clusters of industrial units in identified thrust areas. • Two Textile Parks in the private sector are coming up at Ghatti and Govindsar in Kathua district. • Efforts are being made for creation of a land bank for new industrial units and for special industrial zone. • A Special Task Force is created in collaboration with NASSCOM for developing skilled resources in the State to participate in the national and global job opportunities in IT, IT enabled services, retail, tourism and other service industries. |

12. Karnataka |
• Besides a proposal for establising a general university, exclusive universities in the field of Agriculture, Horticulture, Ayurvedic and for Sanskrit and Vedic education are also proposed. |
• To start a large scheme to improve rural roads on annuity basis, on PPP model. |
• Exemption available on food grain items like paddy, rice, wheat and pulses in the State would be extended for another year with effect from April 1, 2009. |

13. Kerala |
• All BPL families would be provided ration rice at Rs.2 per kilo. Under the scheme of ‘Asharya’ all fishermen, SC/ST families will also be covered even without being under BPL category. • Around 41,500 families in distress and whose arrears outstanding prior to 1996 are being written off and title deeds shall be returned. • Computerization of 3055 high schools and higher secondary will be taken up. • Four ITIs will be made center of excellence and 10 more new ITIs will be started. • All people above the age of 65 who are not receiving any other pension will be given a monthly pension of Rs.100. |
• Stimulus package of Rs.10,000 crore was announced of which Rs.5,000 crore would be for water supply, irrigation and public works and the other Rs.5,000 crore would be for EMS housing scheme, IT, KFCs, roads and bridges. • Direct investment by the Government for the infrastructure development to the tune of Rs.1,500 crore as Malabar Package. • Rs.500 crore project will be implemented in partnership with Coconut Board. • A comprehensive Sea protection Scheme would be implemented to rescue fishermen from accidents and natural calamities. |

• New norms have been set for implementation of public works and projects and to examine the causes for delays in executing the projects. • A mega scheme would be developed for generating a green buffer zone around the existing forests and densification of the existing forest. • Infrastructure developed for National Games would be of permanent value for the development of Sports in the State. • Monitoring Commission for Administrative Reforms will be set up. |

14. Madhya Pradesh |
• “Sudama Scholarship” for the boys and girls belonging to poor class is proposed. • Proposal for opening up of highly acclaimed educational institute like IIT in Indore and School of Planning and Architecture, National Institute of Fashion Technology, National School of Design and Indian Institute of Science and Education Research in the State in Bhopal. • A new research scholarship to promote higher education among poor children is proposed. • Rs.8000 per month scholarship for research studies to handicapped students to be provided. |

• About 50 KMs of agri- link roads to be completed during the year and focused to APMC and agri –link construction. • Renovation of 220 hectares of existing ponds and coverage of 120 new hectares and priority is given to the community fisheries and water bodies including development of fishery in the Doyang HEP reservoir. 74 irrigation, flood control and minor irrigation projects would be completed during the year. • Construction of bye- pass road in the capital town commenced. |

24. Tamil Nadu |
• 5,000 crossbred milch animals along with other support measures will be provided to the women self help groups through the Tamil Nadu Co-operative Milk Producers Federation in 100 villages. • In the ensuing financial year improvement works will be taken up in 5,000 schools, 421 government high and higher secondary schools are being constructed with the assistance of NABARD. • Computers will be provided to 2,500 middle schools. The infrastructure of high schools will be improved at an outlay of Rs.800 crores under the new national scheme for secondary education of the Union Government. • Under Moovalur Ramamirtam Ammaiyar Memorial Marriage Assistance Scheme, a sum of Rs.150 crores has been allocated to enable 75,000 poor girls to benefit. • The Indira Gandhi National Old age Pension Scheme for all old aged persons living below poverty line is being implemented jointly with Union Government. |
